On Thursday, Romania raced to sink four barges laden with rock into the Danube River — a desperate, almost medieval engineering gambit — in an attempt to redirect water toward a nuclear power plant that was about to go dark. One reactor at the Cernavoda plant had already been shut down. A second was days from following suit. The Danube, Europe's second-longest river, was so depleted by drought that authorities were literally trying to rebuild its flow with sunken boats.
